Year 1: Hortiz came in in Feb 24', finding a cap hell and a roster shy of 25 players signed to contracts.
Then,
Resigning: Mack, Bosa, Gilman, Dicker
Signing: Poona, Dissly, and Fulton
Draft days 1 & 2: Alt, McConkey, Colson.
Reminder: The entire fan base wanted Nabers over Alt, and he traded up to get McConkey.
Day 3 contributors: Eboigbe, Tarheeb, Cam Hart, & Vidal.
Additions in season openers: Molden and Tart.

Two thing we now know:

Hortiz will enter Feb 27' with nearly 40 players signed to contracts (after Tuli and DJ will be extended). This is 15+ players more than in his first year.
All in all, Hortiz used street FAs to complete the 53 roster in year 1. He then meticulously built the roster over three years, reaching the point of equilibrium. Namely, he drafted well, Harbaugh developed the drafted players because his coaching staff is competent. Hortiz will resign the best players he drafted, and he will only pay big money to the players he knows. He won't rely on external FAs like Telesco whose class B coaching staffs were never able to develop round 3-7 players in a consistent manner.
