Last month, Glencore joined the @EximBankUS’ Annual Conference. Head of Marketing for Metals and Bulks Jyothish George joined a panel on critical minerals security, underscoring how strong government-industry partnerships and a stable, supportive regulatory environment are key to unlocking investment and resilient supply.
“Re-industrialisation is going to take some time. You need mines. You need processing facilities. You need manufacturing facilities... and what you need most is regulatory stability. Mining companies need to feel that the rules of the game won’t change for some period of time so that we have the certainty required to invest capital.”
And at @Securing_Energy Summit 2026, Glencore’s Head of U.S. Corporate Affairs Seth Levey joined conversations on Project Vault – the U.S. government‑backed initiative to build a strategic stockpile of critical minerals, designed to strengthen supply chains for American industry.
Seth highlighted how Glencore’s position – as a miner and trader – means we can operate across the critical minerals value chain to support unique partnerships like Project Vault: “We’re able to use our unique model and take everything produced from a mine all the way to market, and also on the back-end through to recycling. And so we think with Project Vault there is going to be a lot of opportunities to really buttress our global mining supply chain and our trading platform.”
The message is clear: partnership, stability and market expertise are central to securing the critical minerals of the future.

China refines more copper, manufactures more steel, and smelts more aluminum than any other country.
The report warns that the Chinese Communist Party’s state-backed overcapacity suppresses global prices, weakens U.S. producers, and creates strategic vulnerabilities.
Yesterday, the DOMINANCE Act was marked up in the House Committee on Foreign Affairs. The bill would codify FORGE and authorize Energy Security Pacts — giving the U.S. the tools to counter the CCP's stranglehold on critical mineral and energy supply chains through aligned foreign policy and global partnerships.
SAFE & @ClearPathAction led a coalition of 16 orgs urging the committee to pass the bill: "Failure to align U.S. foreign policy strategies to build durable global partnerships would be a strategic mistake...Passing this bill would represent significant progress toward securing critical mineral supply chains and advancing American energy dominance."

Brock Gill (@TeckResources), Janet Lin (@Panasonic), Paul Gait (@AngloAmerican), and J. Duncan Pitchford (Norsk Hydro) joined us on stage to explore how the U.S. can build durable critical mineral supply chains by strengthening resilience against geopolitical and market shocks, scaling recycling and waste-to-value recovery as domestic supply sources, and securing the raw materials needed to support accelerating AI, energy, and industrial demand.
Buzz is building around Sen. @BernieMoreno’s and @SenatorSlotkin’s Connected Vehicle Security Act. In a bipartisan move, the senators joined hands to prohibit on the import, sale, and operation of vehicles manufactured in China and ban the use of Chinese-developed connected vehicle technologies, like software, on American roads.
SAFE supports this bill to protect the U.S. industrial base and national security.

Today, Joe Quinn (Executive Director of SAFE’s Center for Strategic Industrial Materials) testified before the @USTradeRep's Section 301 hearing on structural excess capacity in global manufacturing.
His assessment was stark: Fueled by state-directed investment, China currently dominates global production of steel, aluminum, and copper. Its subsidized exports suppress prices worldwide and undermine the competitiveness of Western producers.
Despite existing tariffs, the indirect effects of China's overcapacity continue to pressure U.S. margins and competitiveness, leaving manufacturers caught between costly non-Chinese metals and risky dependence on Chinese supply.
SAFE made four recommendations to the USTR:
1️⃣ Prioritize investigating China over other economies and partner with like-minded market economies to address China’s strategic efforts to undermine domestic producers.
2️⃣ Tariff actions should avoid instances of tariff inversion and foreign trade surpluses that underutilize domestic manufacturing capacity.
3️⃣ Strengthen and modernize rules of origin to support meeting domestic metals and material demand through U.S. and allied supply.
4️⃣ Meaningful non-tariff action should be seriously explored to catalyze new domestic investments, including production tax credits, investment tax credits, energy policy changes, and other financial tools
