Comes down to who's actually willing to go OS-level. Apple / Google have implicit agreements that the OS won't subvert app I/O, so it becomes a granular game of apps exposing app-intents to other apps (ie, Siri / Gemini). If nobody goes OS-level, every company building app-layer agents has access to the same models + data, so it becomes a matter of distribution.
