I remember reading the novels in like late elementary school to late highschool and thinking Voldemort lacked sauce because his thing is he goes around casting the death spell at people. The books made the biggest deal about how evil he is, even having a gag about a book in the forbidden section of the library about "evil artifacts" puss out and say, "Horcruxes are too evil for even this evil book of evil things" when it's literally just phylacteries. His whole arsenal of awful is limited to, "lmao he uses the death spell...and phylacteries...and and...and he mind controls people? Can you believe that?"
Meanwhile, Umbridge gets two books to be that two-faced prim and propper old biddy from your neighborhood church group and PTA who nobody really likes, not even the priest or the principal, but everybody suffers because she's agonizingly involved in every bodies business, and than it turns out that it's all just a facade. You find out all the grotesque skeletons in her particular closet, all of them stuffed there in pursuit of clout and that there's really no sin or cruelty she wouldn't descend to if she could get away with it and it furthers her image publicly.
I guess you could summarize it this way.
Voldemort is a Saturday morning cartoon villain, written through the eyes of a school teacher who tacks nonsense on without realizing it just adds to the ridiculousness. Like, he's evil because he's a rape baby and therefore can't know love.
Meanwhile, Umbridge was in the Epstein files.
