A system that does X to get Y will almost always continue doing X, but often Y becomes optional.
What's stopping congress from instituting rule making bodies within/aside from the rule enforcement bodies that are under the executive?
Seems like congress should have more of a direct oversight on rule making technocrats than the executive much like the fed. reserve.

Republicans really can't fathom how divisive the candidates they've been putting up in AZ have been. They're nothing like the McCains, Flakes, or Doucy's that used to win here. They took people like Joe Arpaio and assumed that people wanted that in every office.
