2017 (Trump Administration DOJ): The mandatory 'Fentanyl Protocols' were established, explicitly declaring fentanyl a catastrophic threat and ordering federal agents to 'seize or otherwise prevent the distribution' of the drug 'as soon as practicable' because public safety was paramount.

2023–2025 (The Operational Failure): Federal field offices in NM knowingly bypassed those strict 2017 safety mandates, allowing millions of unseized cartel pills to flood our neighborhoods and tribal corridors while deaths spiked 21%.

2024 (Biden Administration DOJ): Instead of enforcing the safety rules or disciplining the agency after a whistleblower exposed the operation, the Justice Department quietly stepped in and rewrote the internal protocols, officially loosening the restriction to grant investigators broad 'discretion' to let fentanyl move.

Why did the Biden DOJ choose to move the legal goalposts and legalize 'drug walking' for a known weapon of mass destruction in 2024 instead of correcting the DEA’s behavior?
