افسوس یہ ہے کہ ہمارے معاشرے میں ایک ایسا رجحان پروان چڑھ گیا ہے جس میں ریاست کے ہر اقدام کو، خواہ وہ قومی مفاد میں ہی کیوں نہ ہو، شک اور الزام کی عینک سے دیکھا جاتا ہے۔ اگر ریاست درست فیصلہ کرے تو بھی اس میں کوئی نہ کوئی خرابی تلاش کر لی جاتی ہے، اور اگر مشکل فیصلہ کرے تو اسے عوام دشمن قرار دے دیا جاتا ہے۔ یہ رویہ نہ تنقید ہے اور نہ اصلاح؛ یہ محض منفی ذہنیت کی عکاسی ہے۔
یہ کہنا کہ "ہم عوام کے خلاف نہیں، صرف ریاست کے خلاف ہیں" بھی ایک گمراہ کن نعرہ ہے۔ ریاست ہی وہ ڈھانچہ ہے جو عوام کے جان و مال، سرحدوں، اداروں اور اجتماعی نظم کی حفاظت کرتا ہے۔ اگر خدا نخواستہ ریاست کمزور ہو جائے یا ختم ہو جائے تو سب سے پہلے نقصان اسی عوام کا ہوتا ہے جس کے نام پر یہ نعرے لگائے جاتے ہیں۔ تاریخ گواہ ہے کہ جب ریاستیں ٹوٹتی ہیں تو صرف حکومتیں نہیں گرتیں، بلکہ معاشرہ، معیشت، امن اور شہریوں کی عزت و جان بھی شدید خطرات سے دوچار ہو جاتی ہے۔
لہٰذا اصلاح کے نام پر ریاست دشمن بیانیے کو فروغ دینا دانش مندی نہیں۔ جہاں غلطی ہو وہاں دلیل کے ساتھ تنقید اور اصلاح ہونی چاہیے، لیکن ہر حال میں ریاست کو ہی کٹہرے میں کھڑا کرنا اور اس کے ہر اقدام کو مشکوک ثابت کرنا، نہ قوم کے حق میں ہے اور نہ مستقبل کے۔
