California is now recognizing Black American lineage in government employee data. How? By allowing public employees who are descendants of people enslaved in the United States to self-identify on official state hiring forms.
How did we get here?
A recent timeline of legislation:
2022: California recognizes Black American lineage in state law written @cjecofficial
2023–2024: The State updates its employee forms and HR systems.
2025: SB 515 written @cjecofficial extends the changes to ALL California cities and counties
January 1, 2027: Cities and counties must complete implementation.
Why it matters
• This recognizes Black American lineage. Black Americans are a foundational American population with a unique history and relationship to government.
• Better data leads to better policy. More accurate workforce data helps identify disparities, measure outcomes, direct resources and informs better decisions.
• If you can't see us, you can't serve us. Black American Californians are counted as the distinct population we are—not hidden within a broader Black/African American category.
