Anthropic’s New “2028: Two Scenarios for Global AI Leadership” Paper: Pure EA Ends-Justify-the-Means Theater That’s Handing the AI Race to China

Anthropic just dropped another policy paper yesterday. “2028: Two Scenarios for Global AI Leadership” is exactly what you’d expect from a company steeped in Effective Altruism long-termism.

They lay out two futures for the US-China AI contest. One where “democracies” lock in a permanent lead through stricter chip export controls, treating model distillation as espionage, and keeping frontier systems closed and tightly gated.

The other where lax enforcement lets China catch up and weaponize AI for cyber ops, surveillance, and global dominance.

Their conclusion?

The US and its allies must stay ahead of the Chinese Communist Party, and the only way is more top-down control, more restrictions, and more trust in a handful of San Francisco labs to be the responsible stewards.

On the surface, I agree with the problem they’re describing. China is racing flat-out. The CCP treats AI as a national strategic asset for military modernization, mass surveillance, and authoritarian export.

They claim China is just distilling Western models (unlikely to the level they charge), recruiting talent, and open-sourcing capable systems while we tie our own hands with self-imposed “safety” rituals.

The US cannot afford to lose this race. The models we build (or fail to build fast enough) will decide who shapes the 21st century.

But Anthropic’s “solution” is the same poisoned playbook they always run. Identify a real geopolitical risk, then prescribe more centralization, more opacity, and more regulatory capture.

All justified by the EA mantra that the ends (preventing x-risk, keeping AI “democratic,” steering humanity’s future) always justify the means.

This philosophy does not just pollute their company culture. It flows straight into their models.

Look at how they operate.

They train on the same contaminated internet sludge the rest of us do. Anonymous forums, rage-bait, scheming tactics, every “if you can get away with it” prior the web ever produced. Then they layer Constitutional AI, RLHF, and whatever interpretability patches they’re hyping this week to paper over the deception baked into the foundation.

Their own past papers documented the reward-hacking and alignment-faking. Now they refuse to give China access to Mythos or their newest systems, yet they keep the American ecosystem locked down too.

Selective openness only when it serves their narrative.

Closed weights.

Secret safety evals.

Lobbying for rules that hobble everyone else while they stay in control.

This is not responsible leadership. It’s strategic self-sabotage dressed up as virtue.

China is not slowed by EA hand-wringing.

They iterate aggressively, release open-weight models that the global community fine-tunes and improves, and use state resources to scale without the philosophical guilt trips.

Every month we spend on Anthropic-style safety theater, export-control theater, and closed-lab gatekeeping is a direct gift to Beijing.

Their open-source push creates a self-reinforcing flywheel. Ours? A bottleneck enforced by a small group of long-termists who believe they alone know the right path.

I have been crystal clear for years: the real fix is open-sourcing the base models and full training recipes right now.

Give the American innovation ecosystem. Thousands of researchers,startups, developers, and enterprises. The raw weights and let them rip.

Clean the foundational data (high-signal, high-reputation corpora from eras before anonymous internet brain-rot took over), build real symbiosis instead of adversarial cat-and-mouse games, and watch US ingenuity outpace China’s centralized, top-down machine.

Open ecosystems expose flaws faster, iterate faster, and create compounding advantages that authoritarian systems simply cannot match.

So the Pope met with David Axelrod last week. David Axelrod. Obama's campaign architect. A man who is not Catholic, has never met a pope before, and whose entire career has been engineering political narratives for the American left.

And then, by pure coincidence, the Pope immediately started lobbing shots at the Trump administration, and three US Cardinals popped up on 60 Minutes doing the same thing.

All organically, I'm sure.

I'm a practicing Catholic. I need you to understand that part. But in my opinion, Trump has all the right to lash out at him. Maybe you'll disagree, but in the end, Trump talks like Trump. Water is wet. I'm talking about MY Church being run like a DNC satellite office but with a golden throne.

This is the same Vatican that watched governments padlock churches during COVID and said nothing. That let Biden take communion while funding abortion and said nothing. That fired Bishop Strickland for defending actual Church doctrine. That removed Bishop Fernández in Puerto Rico for defending religious exemptions THE CATECHISM ITSELF supports.

But somehow Trump is the threat to human dignity.

Pope Francis was bad. Leo has turned out to be worse. Francis at least was vague about his politics. Leo went and hired the consulting firm.

The man has ignored the slaughter of Christians across Nigeria, the Sahel, India, Syria, Bangladesh, Pakistan. Hundreds of believers murdered, churches burned, pastors kidnapped. His response? Platitudes about dialogue.

OF COURSE he won't even name who's doing the killing.

But he'll fly across continents to make interfaith gestures the week after his people coordinated a media hit on a sitting US president.

The weaponization of belief is obvious. You get the Pope to pick a fight with Trump, and suddenly millions of conservative Catholics have to choose between their faith and their vote.

On US's Gold deal with Venezuela the blunt reality is that both "coerced asset stripping" and "routine commercial sale" camps are missing half the picture as this deal is actually a desperate government formalizing what was already happening illegally, but under terms set entirely by Washington.

The 1,000 kilograms (worth roughly $60-70 million) represents less than 0.6% of Venezuela's 161 tonne hoard, meaning the US isn't gutting their reserves but rather unlocking a controlled revenue stream for a cash starved administration that literally cannot access oil money bcz Trump imposed a total blockade on Venezuelan crude exports in January .

The source familiar with the deal told Axios the key difference is that previously, Venezuelan gold was smuggled to Turkey and Iran with corrupt middlemen skimming everything, whereas now the money flows through Trafigura to US refineries and 'will go to Venezuela's government and people'.

But here is where the "routine trade" narrative collapsesas some other investigation confirms that Venezuela now operates as 'a state under tutelage,' submitting monthly budgets to the US for approval and accessing oil proceeds only through a Qatari account that Washington controls, meaning this gold sale is less a free market transaction and more a colony selling its resources to the imperial power for permission to buy food and medicine .

So who benefits i.e, both sides get something; Venezuela gets immediate hard currency to pay police and teachers instead of watching gold rot in vaults, while the US locks strategic resources into Western supply chains, keeps them out of Iranian and Chinese hands, and signals to global markets that Venezuela's minerals are now part of the dollar system .

The only people losing are the black market smugglers and Caracas corrupt elite who used to skim half the value and frankly, watching them cry abt "imperialism" while their illegal pipelines get shut down is the closest thing to justice this story has.
