This Hulk came from an attempt to recreate the Super Soldier serum, and Sentry's serum was developed later. He could just be some variant of the Hulk process with different energy, instead of Gamma.
@leemarh7099 The negative comparison to Thanos is funny, because while Thanos has some level of innate power that Doom doesn't: the thing that makes him really dangerous is the same thing as Doom: a wide familiarity with the many sources of power Marvel has, and willingness to use it all.

He's just going back to do what he was already going to do slightly more clear-headed. What they needed to solve was his reactor.
