It's quite natural that a soldier is likely to suffer disabilities (other than BC) during the end of career due to stress and strain of military service. If for argument sake it is accepted that some have been able to misuse this benefit, then it's a reflection of a failed system for which genuine beneficiaries can not be penalized.
A parochial decision is not expected from any Govt in a democracy as it is the legitimate expectations of Soldiers and Veterans from any Govt to be benevolent towards them.
The system of governance doesn't run on perceived notions but pure logic, reasoning and facts which unfortunately found missing in proposed legislation.
