@BobHoldenNYC As with other motorized conveyances, we need licensing laws & insurance requirements for all e-bikes, scooters (with motors), one-wheelers, etc.
(And obviously we need a speed limit too.)

Private health care is also very common in Canada, as is private health insurance (60% have it).
