The Quebec Proposal introduces several key changes for Tezos, including:

- 8-second block times to improve user experience and reduce finality times.
- Adaptive maximum issuance bound, adjusting rewards based on the staked ratio to prevent excessively high issuance rates.
- Amendments to delegated balance computation to improve fairness in delegation rights.
- Quebec B additionally reduces the weight of delegated funds vs. staked funds in baking power calculations, greater incentivizing staking over delegating.

The alternative Qena proposal includes the Quebec technical improvements, but removes the changes to economic model, such as the adaptive maximum.
