Look, we said it this week. The bargaining power favoured the US. The government’s position was technically correct in the sense that critical minerals sit outside the health agreement, but strategically, this is an overall package. That is the obvious story here, and it really should not be a surprise.
The decoupling is procedural; the leverage was always package-level. Health financing and mineral access do not become independent simply because they sit in separate documents. The key to dispelling concerns is to publish all signed agreements, including any annexes and side letters.

Every geolocated clip links to its original post and source. Users can filter by area, date and type of attack, and overlay UN satellite damage assessments (UNOSAT). The full dataset is downloadable.
The group launched its archive in July with more than 64,500 videos and 17,900 photos and says more footage will be added.

What Washington demanded this time was something else entirely, pathogen samples for 25 years and health data for 10 years, under an agreement that would last only for five years in remuneration for Zambia.
The data would flow one way, with no guarantee that Zambians would ever benefit from the vaccines, diagnostics or treatments it helped to produce. On top of that, the funding was tied to access to Zambia's copper and cobalt.
That is not partnership at all, and there is nothing progressive about being ripped in a one sided deal. It is a transaction in which a country's sick are used as leverage to extract its minerals and its citizens' medical records. There is nothing progressive about that.

Per my understanding, the administration's own Access to Information Act No. 24 of 2023, in force since June 2024, creates an enforceable right to information held by public bodies, built on a presumption of disclosure.
