@kyleichan I think you can say that for a lot of Chinese institutions in general. For example, the Chinese government was forced to develop a lot of state capacity as there was no NGOs to rely on to solve their problems as they were under diplomatic and economic isolationism for decades.

The Warsaw Pact was also a treaty, but we don't deny that it was an arm of the Soviet empire. The difference is that Americans have a great PR apparatus via cultural control.
