@SCP_Hughes V good point. I've seen some other examples where multiple low-demand bedsits have been merged to provide 4-bed family homes in areas with a big shortage of larger homes. As you say, funding and policy needs to reflect v different housing market realities/types of home needed

@AntBreach Don't you think the "builders can only build if buyers can afford to buy" also belies the point that we actually also need to build a lot of new homes for market rent?
@Layo_FH This isn't necessarily an answer to your Q, but it is v interesting that c.30-40% of new affordable housing in London is social rent compared to c.15% in the rest of the country. So your change would bring London closer into line with the rest of the country.
