Requirement: Every person in the PWD system (Babus, Political leaders behind contractors) wants recurring money in their personal account.

Solution 1: Recurring contracts/tenders generated by PWD system leads to recurring money entering PWD system.

Issue: Roads will continue to have potholes and taxes generated by citizens will yield less ROI.

Solution 2: PWD system creates tender for road fixing where for every pothole free year, contractor earns same money which otherwise they get for fixing road.

Eg: If contractor delivers fresh road on 10th Aug 2026, contractor gets 50% advance on said date and remaining 50% along with amount of money charged for fixing same road on 10th Aug 2027 if road remained pothole free for an year. Likewise, same contractor gets money required for fixing same road on 10th Aug 2028 if road remained pothole free for 2nd year, so on and so forth.

Result: Every person in the PWD system keep making same amount of money and Roads remain pothole free and taxes get better ROI.
