My first pass through them were that they were:
-rudimentary, not particularly sophisticated
-often measuring activity vs outcomes
-gameable
-no baselines, goals, timelines

Have you seen that the City is publishing any of the metrics they laid out in the Mayoral Action Plan 8.5 months ago?
I feel like I had some expectation that there would be a dashboard of some sort.
There is some mention of annual updates
@gmoomaw The question would be whether or not the collection of delinquent taxes was baked into the budget.
In theory, a well-functioning government(not RVA) consistently collects a percentage of past due accounts.
Those ongoing successful efforts should be budgeted. Not windfalls.

The old adage around granting credit was the 3 C’s
Character - The propensity to pay back the debt. (Primary use of Credit Score)
Capacity - The ability to pay back the debt. Based on income vs obligations (Application)
Collateral - What secures the debt.
@gmoomaw I was reading Sarah’s earlier article and it indicated that Judges opposed relocating the Court from downtown.
Why would they have a say? If the building meets code and is in the city, who cares. Cost may not matter to them but it matters to me.

Samuel was including the City based entities.
For example RPS folks were funded through their non-profit the Richmond Ed Fund. And those may be shielded from FOIA, since he didn’t have those details.
