This evening, it was our distinct honour at the Uganda Communications Commission to host the Rt. Hon. Minister of ICT & National Guidance, @JustineLumumba, and the Minister of State for National Guidance, @Alioniodria, on their maiden visit to UCC House.
As the technical and regulatory arm of Uganda’s digital agenda, UCC doesn't just regulate; we enable transformation. While our sector remains among the country’s fastest-growing, the next frontier of our journey requires aggressive focus.
We have laid the groundwork for connectivity (now standing around 70%), but infrastructure is only the foundation. Without connectivity, we cannot talk about content, digital skills, or local innovations.
Moving forward, our real task is to figure out how we connect, scale, and sustain these digital pillars so that every young Ugandan can thrive.
Executing this massive mandate requires significant resources. Currently, half of our collections return to the Consolidated Fund, leaving us to navigate an ever-expanding digital ecosystem with lean resources, especially as we manage critical national assets such as spectrum and complex monitoring infrastructure.
However, we are actively looking inward, developing innovative, cost-effective ways to monitor compliance and optimise revenue generation for the government.
We look forward to working hand in hand with our political leadership to bridge gaps in affordability, digital literacy, and cybersecurity, ensuring that no Ugandan is left behind in the digital age.

When you make a phone call, send a message, attend an online class, complete a mobile money transaction, or stream a live event, it may feel effortless. But behind each of these activities is a wide communications network comprising towers, fibre optic cables, radio spectrum, data centres, and service providers working together.
We regulate various aspects of this ecosystem to ensure that services are reliable, accessible, and operate in accordance with the legal and regulatory framework. A strong communications network supports education, business, healthcare, government services, and investment, helping Uganda continue its journey towards a digitally connected future.

This morning, the Uganda Communications Commission and the Kingdom of Busoga (@Busoga_Kingdom) signed a 5-year Memorandum of Understanding to strengthen collaboration in ICT development, digital literacy, innovation, and infrastructure across the Busoga sub-region.
The partnership will support the establishment of ICT hubs, computer laboratories, community resource centres, and the digitization of cultural heritage to enhance tourism and preserve indigenous knowledge.
This collaboration reflects a shared commitment to expanding digital opportunities, empowering communities, and driving socio-economic transformation through technology.

The Minister of ICT and National Guidance (@MoICT), Rt. Hon. @JustineLumumba thanked UCC for the warm welcome, detailed briefing, and emphasised the Commission’s critical role in governing, commanding, and steering the communications sector. She stressed the need to address consumer concerns such as quality of service, fair billing, internet routing, and content regulation, while calling for an even stronger collaboration between UCC, the Ministry, and other government agencies.
The Minister underscored the importance of using technology and regulation to promote national values, fight misinformation, and deliver practical solutions that improve citizens’ lives. She affirmed her readiness to work closely with the Commission to accelerate Uganda’s digital transformation.

He underscored UCC’s role as a key enabler of Uganda’s digital transformation, noting the sector’s rapid growth in connectivity and access, while emphasising the need to address emerging priorities such as content, digital skilling, affordability, and innovation. He also highlighted the importance of adequate resources to match the expanding regulatory mandate. The ED reaffirmed UCC’s commitment to working closely with the Ministry to deliver on national development goals.
