Uganda Enters a New Era of Anti-Competitive Conduct Enforcement
For the first time in Uganda's history, businesses now operate under an active competition enforcement regime. The Ministry of Trade, Industry and Cooperatives, as Uganda's designated competition regulator, has officially commenced competition enforcement by opening its first investigation into alleged anti-competitive conduct in the electronics distribution sector following complaints received against the parties involved.
This marks the beginning of a new era in which restrictive business practices, abuse of dominance, anti-competitive agreements, and other conduct that distorts competition may be subject to regulatory scrutiny and appropriate intervention.
This development provides businesses, consumers, competitors, and other affected market participants with a formal avenue to raise concerns where they believe competition is being unfairly restricted. As Uganda's competition enforcement framework gathers momentum, businesses should review their commercial practices for compliance, while entities affected by anti-competitive conduct should be aware that there is now a functioning legal mechanism through which they can seek regulatory intervention and contribute to building more open, competitive, and dynamic markets.

Uganda's Merger Control Regime Kicks Off: First-Ever Mergers Gazetted
Uganda has taken a historic step in the implementation of its new competition law regime with the publication of the country's first merger notifications in the Uganda Gazette. On 26 June 2026 and 3 July 2026, General Notices No. 1243/2026 and No. 1305/2026 were gazetted, marking the official commencement of Uganda's merger control framework under section 16(2) of the Competition Act, Cap. 66 and regulation 27(1) of the Competition Regulations, 2025.
The first notified transactions involve:
1. White Showmans Limited's proposed acquisition of Black Showmans Beverages Limited, a transaction in the fast-moving consumer goods (beverages) sector.
2. International Hospital Kampala Limited's proposed acquisition of Citadel Holdings Ltd, Roswell Women and Children's Hospital Ltd, Roswell Ear, Nose and Throat Clinic Ltd, Wellington Clinic Ltd, Wellington Diabetes and Heart Clinic Ltd, and Dr. Malik Assemera, representing a significant consolidation in Uganda's private healthcare sector.
The gazettement activates the statutory process, inviting third parties and stakeholders to submit any representations or objections within the prescribed timelines before the transactions can proceed.
These notices signal that Uganda's long-awaited merger control regime is now operational. Businesses contemplating acquisitions, mergers, or other forms of corporate consolidation should now factor merger notification requirements into their transaction planning, as qualifying transactions are subject to regulatory scrutiny before implementation.
The first merger notices provide an early indication that the regime will have immediate relevance across key sectors of the economy, particularly consumer goods and healthcare, and mark the beginning of a new era in Uganda's competition law enforcement.

Nutritionists have called on government to introduce a Sugar-Sweetened Beverage tax on sugary drinks as part of renewed efforts curb the rising burden of non-communicable diseases in Uganda.
The nutritionists say increasing taxes on products with high sugar content would raise prices, discourage excessive consumption, reduce obesity rates, and protect public health, including children who are most affected.
According to the World Health Organisation, high consumption of sugar-sweetened beverages increases the risk of excess weight and obesity, type 2 diabetes, cardiovascular diseases, dental caries and osteoporosis, among other health complications.
