AI: As state legislatures began to address AI, 15 states passed 20 new laws that either build capacity for state governments to understand and address AI or target issue-specific concerns.

Child safety: Thirteen state legislatures passed 23 online child safety laws that impose age verification requirements, limit on social media use by minors, or grant parents more control over their children’s social media use.
We emphasize the need for a public policy framework targeting electoral harms not the tech itself; promote learning abt GAI to separate what we “think” can happen from what evidence shows us can happen; & targeting electoral harms because they are not exclusive to 1 type of ad.
While research suggests some of the risks have been overstated, we argue generative AI content in political ads poses greater risk to local & down-ballot races than major campaigns, & that political ads are likely to amplify the biases found in many generative AI models.
