The Ministry of Health led by the Permanent Secretary, Dr. @DianaAtwine together with the Permanent Secretaries of the Ministries of Local Government, Education and Sports and Gender, Labor and Social Development and Health Service Commission convened a National Social Services Committee (SSC) meeting to strengthen coordination and improve service delivery in communities leveraging on the Parish Development Model (PDM).
The meeting had representation comprising of Resident District Commissioners (RDC), Chief Administrative Officers (CAO), District Health Officers (DHO), District Education Officers (DEO) and District Community Development Officers (DCDO)
The Social Services Committee will be piloted in the 7 Districts of; Kyotera, Omoro, Namutumba, Rubirizi, Mayuge, Ngora and Nakasongola. The pilot phase will focus on improving indicators in health, education, nutrition, sanitation, surveillance and social protection while strengthening community participation.
"The Social Services Committee discussions are critical as we strengthen implementation of the Parish Development Model, especially the 4th pillar on social services," Dr. @DianaAtwine.
Mr. Ben Kumumanya, PS @MoLGUganda called for a whole of Government approach including conducting community barazas to improve citizen feedback, accountability and awareness of available public services.
Ms. Kedrace Turyagenda, PS @Educ_SportsUg expressed confidence in the commitment of the leadership both at national and sub-national levels in ensuring that the communities and villages of Uganda are improved.
Mr. Aggrey David Kibenge, PS @Mglsd_UG noted that the meeting and the journey that is starting presents a big opportunity to work together in the 7 pilot districts to inform scale up. The results will determine how to improve service delivery.
Dr. Christine Chiedeza, who spoke on behalf of @WHOUganda reaffirmed WHO's commitment to support the functionalization of the Social Service Committees with focus on strengthening capacity for planning, coordination and monitoring of services at all levels.
Discussions highlighted the important role of Parish Chiefs, Sub-county Chiefs, CHEWs and community structures in strengthening service delivery and monitoring progress at grassroots level.
The Ministries and pilot districts committed to nominate focal persons to support implementation and coordination of Social Services Committees at national and sub-national levels.
A follow-up review meeting is scheduled for 9th September 2026 to assess progress and share lessons from implementation in the pilot districts.
