The graveyard campaign doesnt overlap and "steal" conversions from a highest volume campaign?

In the past having a CC campaign & HV campaign side by side usually means CC takes BOF bc it's 'searching' for conversions at the cap & then the HV campaign tanks?

What if an adset has been a winner with over 10k in spend, but has gone to crap L30? and CPMr is high? Turn it off? So then you can make room for new adset tests?
