Today I undertook a technical and strategic immersion at Luweero Industries Ltd in Nakasongola District, where I was received by Maj. Gen. Sabiiti Muzeyi for a strategic engagement with the company’s leadership and technical teams, together with the STI Mobility Bureau, Infrastructure Bureau, and Kiira Motors Corporation (KMC), to interrogate how our industrial capabilities can be translated into measurable national value. As a subsidiary of the National Enterprise Corporation (NEC), Luweero Industries demonstrates how defence institutions can transcend their traditional mandate to become platforms for engineering, manufacturing, research, innovation and industrial capability. I was particularly encouraged by the appreciation expressed for the work of the Ministry of Science, Technology and Innovation in advancing Uganda’s innovation agenda.

Our engagement examined the immense productive ecosystem within the NEC family from engineering and manufacturing to agro-industrial enterprises, farms and security services, and how these capabilities can be deliberately connected to national innovation priorities. I commend the defence establishment for recognising that modern national security is inseparable from technological sovereignty and industrial self-reliance. The collaboration between Luweero Industries and Kiira Motors, which has already demonstrated the value of shared infrastructure, technical expertise and local supply chains, presents an important pathway towards deeper localisation of mobility technologies, including the development and production of lithium battery systems for electric mobility.

I therefore see Luweero Industries not merely as a defence manufacturing facility, but as a strategic national asset in Uganda’s transition from importing technology to designing, making and commercialising it. My focus is to strengthen the interface between science, technology, defence industry and private enterprise so that our knowledge and engineering capabilities translate into real products, competitive industries, import substitution and exports. This is precisely the kind of institutional convergence required to turn the Government’s Ten-Fold Growth Strategy into an industrial reality and build a self-reliant, innovation-led economy.

Today, together with my STI Secretariat team, our Western Corridor strategic mission commenced at the Engineering Development and Innovation Centre (EDiC), Rwebitete, Kiruhura, a 45-acre Smart Manufacturing Centre advancing engineering excellence through precision manufacturing, bindustrial innovation, technology commercialization and skills development. We engaged the Centre's leadership and technical teams in a strategic review of institutional performance, research commercialization, innovation outcomes and the next phase of implementation.

We subsequently inspected the Centre's advanced machinery, manufacturing systems and operational processes, assessing how its engineering capabilities in design, prototyping, fabrication and CNC machining are strengthening indigenous manufacturing, reducing import dependence and accelerating Uganda's science-led industrial transformation. This is how innovation is translated into productive capacity, economic resilience and sustainable national development.

TODAY AT NALI, KYANKWANZI: I gave a lecture to our Ugandan returnees from South Africa, dismantling the traps of xenophobia and internal division that continue to weaken Africa's collective strength. True Pan-Africanism is not merely political rhetoric; it is an economic imperative. Our continent possesses nearly 60% of the world's uncultivated arable land and about 30% of global mineral resources, yet contributes less than 3% of global wealth because we continue exporting raw materials while importing finished products. This model exports jobs, technology and value addition. We must reverse this trend through science, technology, innovation and industrialisation, transforming our youthful population from consumers into inventors, entrepreneurs, manufacturers and global producers. Africa's greatest resource is not beneath its soil but within the ingenuity of its people.

Real nation-building demands technological sovereignty and the capacity to produce what our people need. Through the #BUBU (Build Uganda, Buy Uganda) strategy, I am championing digital transformation, local pharmaceutical manufacturing, research commercialisation and innovation-driven enterprises that retain wealth within our economy while creating jobs. Our returning Ugandans bring valuable skills and global experience that can accelerate Uganda's industrial transformation. Returning home is not a setback; it is a strategic opportunity to build a self-reliant, knowledge-based economy. My ministry remains committed to connecting these returnees with government programmes, financing opportunities and innovation ecosystems so their experience translates into productive investment and measurable national progress. #STI #PanAfricanism #BUBU

Part of today’s interactions under the Productivity Acceleration Bureau (PAB) at the STI Retreat reveal before a deliberate, ‘Uganda is masterfully executing a seismic pivot from basic agrarian production to an advanced, intellectually sovereign bio-industrial state’, a deliberate, technically rigorous strategy to weaponize deep science for import substitution and market domination. We are not merely farming; we are unbundling agricultural matrixes through advanced molecular science and scaling high-value biotechnologies.

This spans mass-producing industrial enzymes (amylase, cellulase, protease) for textile and detergent ecosystems, synthesizing room-temperature shelf-life extenders like Kafresh, and developing bio-pesticides from Azadirachta indica. It is a high-level biochemical intervention shifting macroeconomic trajectory toward a self-sustaining USD 500 Billion economy.

By integrating rigorous biotechnology with scalable agro-industrial parks such as the BU Agro-Science Park at Busitema University, alongside innovations from Mbarara ZARDI and Black Soldier Fly Larvae (BSFL) substrate optimization for precision aquaculture, Uganda is replacing structural vulnerability with agro-industrial hegemony. Retort-pouch canned matooke and indigenous starter cultures further demonstrate a systematic transition toward full bio-economic sovereignty.

🚨 Young people don't need a seat at the table if they are never invited into the room. That's why last Friday, we created one.

The @aueuyouthvoices Uganda Power Hackathon was a youth-led and safe space where young people could openly discuss the real barriers preventing them from fully participating in politics and decision-making, without fear of being judged or ignored.

Using findings from AU-EU Youth Voices Lab research and the lived experiences of young people in Uganda, participants worked together to develop practical, home-grown solutions that can inform future advocacy, programmes, and policy discussions.

These ideas will help shape conversations and actions in #Uganda, across #Africa and #Europe, and within the #AUEU partnership.
