Sad to report that the language banning the USPS from mailing vapor products is in the omnibus.

The effective date will be when the USPS promulgates regulations, although other sections of the PACT Act may apply to vapor 90 days after enactment.

Buried on p5136 of the COVID-19 stimulus package: The ‘‘Preventing Online Sales of E-Cigarettes to Children Act’’. It bans USPS from delivering e-cigs or any of their components (eg liquids). Not clear who inserted this, nor how it would provide a Covid-related stimulus.
