If possible, the legal team should employ an IT forensic expert. You can subpoena INEC and Amazon for the server logs. If someone stopped any of the services, the logs will show it and much more

I ran a simple trace to get the server address on which the IReV is hosted. Shows that Amazon AWS cloud service is being used by INEC, with a server location in BC, Canada. You'll also see that Amazon prides itself on having 99.99% availability.
