If you look at other views, you can see he didn't buckle the chest strap, he left it hanging and tucked it under the main strap on both sides to push it out of the way.

Note the strap is worn to the side (it usually secures the gun on top). It might be on the side so the gun can be pulled quickly (most likely), or it might be someone inexperienced with guns.

They are closer to Riderbag and Moto Loot hi-vis motorcycle straps, somewhat similar to a couple of others like Osprey but, in general, this strap design is rare (see pic with details).

I don't think it looks like the same person. The gait is more flexible and spry, the pack is different, the person may be wearing a hat.
