@TimothyDSnyder Professor Snyder, many thanks for this!!! I apologize for a naive question. Ukraine Democracy Defence lend-lease Act of 2022 is an American law. It obliges the US to provide those weapons that Ukraine requests. Why doesn't this American law work?
