PRPM20260617299 repeats Tahsildar Rc. No.519/2026 dated 29.09.2026: no file, three certificates recorded as not issued from the Palakonda office, Sy. No.20/4 inalienable burial ground, cancellation recommended.
The 13.06.2026 complaint asked who prepared, processed and used those papers, including in O.S. No.55/2025.
SP C. No.15/D1/DCRB/PVP-M/2026 said police would act if criminal content surfaced.
An ATR is not that decision.

The clinic is still waiting on a paper the Tahsildar has now recommended for cancellation.

Rc. No.519/2026 dated 29.09.2026. Six Possession Certificates. Sy. No.18/2 Gramakantam. Sy. No.20/4 burial ground. No supporting file. Three certificates dated before the district existed, recorded as not issued from the Palakonda office.

Your Rc.1254/2025/E3 dated 02.07.2026 asked for that report immediately. NCSC File ESDW/BP/AP/2025/312709 gave 10 days from 28.09.2026. PM-ABHIM was sanctioned for Kondapuram. 169 villagers asked on 17.01.2025 that this land be kept for the clinic, anganwadi and library. Two years of forwarding is why the project is stopped.

Pass the speaking order. Send it to police and to the Commission. Copy the complainant.

Criminal Complaint-cum-Affidavit dated 13.06.2026, emailed 15.06.2026, placed before you and the Collector the same day. Your C. No.15/D1/DCRB/PVP-M/2026 dated 23/24.06.2026 said: Revenue to enquire; if criminal content surfaces, police will act.

That content is now on file. Tahsildar Palakonda Rc. No.519/2026 dated 29.09.2026, to the Sub-Collector, copy to the Collector:

👉No office file, no field report for the six Possession Certificates.
👉Rc.55, 56, 57/2022/B dated 10.02.2022 name a district formed only on 04.04.2022 - not issued from that office.
👉Sy. No.20/4 is inalienable burial-ground poramboke.
👉Cancellation recommended on Sy.Nos.18/2 and 20/4.

Those papers are already in O. S. No. 55/2025. The same dispute has stalled the sanctioned PM-ABHIM clinic that 169 villagers, with the then Sarpanch and MPTC, asked to be built on the Gramakantam on 17.01.2025.

This answers the verification asked in the Criminal Complaint-cum-Affidavit dated 13.06.2026.
It is a recommendation.

The Tahsildar’s 29.09.2026 report now says three certificates were not issued from the Palakonda office. That is the point at which the district police file cannot stay “civil, report awaited.”

Your own Rc.1254/2025/E3 dated 02.07.2026 already asked for that report. The 25.09.2026 email listed the five missing findings. A closed PGRS ticket does not answer the Commission.

The 25.09.2026 email already listed what is missing: certificate-wise verification of Rc.55–57/2022/B and Rc.374–376/2023/B, the report ordered on 02.07.2026, and a decision on the 13.06.2026 complaint.

A closed CPGRAMS ticket is not that report.

The people of @Krishnampalem gave their lands and homesites for the state’s development. They are not against industry. They are asking for what the law already promises: proper R&R and safe housing before construction continues next to their old thatched homes.

Heavy machinery, noise and vibrations are damaging houses where children, elders and the sick still live. Waiting for an accident before acting is not development.

Please halt trial runs and construction until house sites and rehabilitation are actually given. Protect their lives first.
