1. Following the arrest of Emre Çinar, a Turkish citizen, on 30 December, in Maputo city, at the extradition request of the Turkish authorities, there are grave concerns of an illegal "black site" detention or imminent unlawful extradition linked to Turkish political requests.

🚨 URGENT: FEARS OF ENFORCED DISAPPEARANCE IN MOZAMBIQUE

A Turkish lawyer Emre Çınar (35), who has lived in exile in Maputo since 2017, was detained on 30 Dec 2025 (~15:00) by officials believed to be Mozambican intelligence.

His whereabouts remain unknown, raising serious risk of enforced disappearance & unlawful extradition.

According to information provided by his family and local Mozambican reports, his phone and personal belongings were confiscated, and he was told that he would be taken to the public prosecutor’s office. However, the alarming reality:

❌ He has NOT appeared before a prosecutor.

❌ He is NOT registered at any police station.

❌ There is NO official record of his detention.

❌ His whereabouts are currently UNKNOWN.

No official explanation has been provided to his lawyers or family.

Emre has lived lawfully in Mozambique since 2017 after fleeing political pressure in Türkiye. There are grave concerns of an illegal "black site" detention or imminent unlawful extradition (refoulement) linked to Turkish political requests.

As a result of ongoing inquiries, grave concerns have emerged that this incident may be linked to politically motivated extradition requests by the Turkish authorities.

It is widely known within the international community that Türkiye has, for many years, pursued the return of individuals abroad for political reasons.

📣For this reasons, we call upon:

• The United Nations (UN)
• The UN Working Group on Arbitrary Detention
• The UN Working Group on Enforced or Involuntary Disappearances
• Amnesty International
• Human Rights Watch
• The African Commission on Human and Peoples’ Rights as well as all international human rights institutions, lawyers, journalists, and people of conscience, to urgently raise their voices.

⚠️ Any secret detention or extradition that violates the rule of law, human rights, and international conventions is unacceptable.

We demand that:

• Emre Çınar’s whereabouts be immediately disclosed,
• He be granted access to his lawyers,
• His legal and procedural safeguards be fully ensured.

Silence is the greatest enabler of such violations.

Mustafa Güngör, a #Turkish refugee residing in #Kenya, was detained with his family and is at serious risk of refoulement to Turkey, @AmnestyKenya said in a social media post on Sunday.

Güngör was arrested together with his wife Zeliha, their two daughters and his in-laws, and faces the risk of forced return to #Turkey due to his alleged links to the faith-based Gülen movement. Concerns have been raised that his family could also be affected.

The arrest reportedly followed a request by Turkish authorities under what Amnesty described as a mutual legal assistance arrangement. Güngör is registered as a refugee in Kenya and holds a valid refugee identification card.

🚨 URGENT ACTION: FEAR OF REFOULEMENT IN KENYA
Amnesty International is deeply concerned that Mustafa Güngör who was arrested with his wife Zeliha, daughters Seniha Betül and Zeynep, and his in-laws Zümrüt and Salim is at serious risk of refoulement to Türkiye, where he could be subjected to arbitrary detention, torture, or ill-treatment. We have reliably learnt the Turkiye authorities sought his arrest through a Mutual Legal Assistance request to office of the Attorney General. Kenya has an obligation under international law not to return anyone to a country where they face persecution or harm. We call on the @DCI_Kenya and both authorities to: 
✅ Respect the legal principle of non-refoulement 
✅ Ensure due process and protection for family 
✅ Allow continued access to legal representation and UNHCR and @Kenyajudiciary

▶️These people are falsely labelled as terrorists, flagged in international compliance systems, and effectively cut off from financial life without any due process.

▶️This trend has now become a broader transnational repression technique that authoritarian governments increasingly exploit.
