It's already been hinted at by 1 EA employee low level reports often lead to the discovery of much bigger, more widespread, harmful pollution incidents. Here now is the proof.

From todays Regulatory Committee meeting for Veolias proposed Alton Incinerator: “…Chimneys - they’re quite high as we know, and there are the plumes that aren’t smoke but particulates… is the requirement to go so high to ensure the health?”
