Re-examine 39898 Rejected Forest Rights Claims: Parliamentary panel to @OmarAbdullah-led government
The Department-related Parliamentary Standing Committee on Home Affairs, in its report tabled on August 7, 2026, has flagged the “exceptionally high number” of claim rejections in the UT and recommended an immediate, time-bound review.
According to the report , J&K received 46242 claims under the Forest Rights Act, 2006. Only 6172 were approved. The remaining 39898 were rejected.
The Committee said such a high rejection rate cannot be ignored. It wants the J&K administration to go back and examine each rejected case to see if proper procedure was followed. This includes checking if claimants got a fair chance to present evidence, if Gram Sabhas were meaningfully involved, and if rejection orders were given in accessible language with clear reasons.
Beyond the review, the panel has asked the administration to fast-track distribution of titles for claims that deserve approval. It has also stressed the need for legal and administrative support for genuine claimants, with special focus on migratory and other tribal communities who often face the most hurdles in paperwork.
The Forest Rights Act became applicable in J&K on October 31, 2019. It aims to correct historical injustice by granting land and habitat rights to forest dwellers and Scheduled Tribes.
With tribals forming 12.75 lakh people or 10.39% of J&K’s population as per 2011 Census -and four more communities, including Paharis, added to the ST list in 2024 - the stakes are high.
