The pilot said he was nearly blinded by lights from the UFC arch. They said the light shone directly into their cockpit during a nighttime approach. Given the airspace over DC and the DCU approach lanes, I find that scenario very hard to believe.

And if such were to happen, it would happen SO fast that it may, MAY, affect the night vision, but would NOT blind him.
