American Troops are given ROE, and citizens are grounds for court-martial, so isn't it safe to say casualties caused by American Troops were Citizens with weapons in their possession?
We see so many stories of ‘citizens’ in these countries hiding their weapon under a rug while the barrel is still hot— what I'm saying is these numbers claiming 4.5m civilian deaths can't be accurate because a civilian doesn't shoot for, run logistics, plant bombs, or work as a spotter.
