The fix: redistribute based on location, not income. This equalizes the burden between rural and urban areas. We even find that when households value the decline in emissions, all households gain welfare with the carbon transition. Fair and efficient carbon taxation is possible!

So how do you raise carbon taxes without triggering another Yellow Vest movement? Location-specific transfers. Income-targeted transfers aren't enough: they wrongly compensate poor households in big cities, while missing rich households in rural areas.
