Uganda’s refugee policy still largely overlooks urban refugees outside Kampala, yet cities like Arua host thousands of self-settled refugees. A 2018 survey supported by VNG International estimated about 25,000 urban and self-settled refugees in Arua City alone—25,000 people whose needs are often missing from local planning and budgeting. We need to revise the urban refugee policy to recognise refugees living in cities beyond Kampala, while generating reliable data to inform local and national planning and strengthen national and international advocacy. The refugee of today does not necessarily remain in a rural settlement; increasingly, he lives in the nearby town or city, returning to the settlement mainly for registration and assistance. Our policies and planning must catch up with this reality.

With support from @FOKUSkvinner, conducted a mentorship session with members of Bivamuntuuyo Development Group in Luwero District, in partnership with @CentenaryBank and the Senior Community Development Officer (CDO) of Kikyusa Town Council. 📚

The session followed a needs assessment that identified the group’s need for technical support to formally register and strengthen their capacity to access government programmes and opportunities. The Senior CDO guided members on programmes including UWEP, YLP and PDM, as well as group leadership, governance and decision-making, and committed to supporting the group through the registration process.

@CentenaryBank equipped members with practical knowledge on financial literacy, savings, financial discipline and responsible borrowing, including how to access relevant financial products and opportunities such as the GROW Project and SupaWoman loans. Members were also encouraged to develop a strong savings culture, live within their means and consider registering as a VSLA to ease access to financial services.

Supporting women’s economic empowerment means ensuring women have the knowledge, networks, financial literacy and opportunities they need to build sustainable livelihoods and thrive.🌱

Through the Partnerships on Accountability, Civic Engagement, and Rights Project, FIDA-Uganda, in partnership with @UccaUg and with support from 🇩🇰🇸🇪🇳🇱🇮🇪, convened civil society organisations and district stakeholders from Moroto, Napak, and Kaabong for a two-day training on Business and Human Rights.

The training strengthened participants’ understanding of the @UN Guiding Principles on Business and Human Rights and Uganda’s National Action Plan on Business and Human Rights, while creating space for dialogue on how business activities can both promote development and, if left unchecked, contribute to human rights violations.

This afternoon, together with members of the City Executive Committee and technical officers led by the Deputy City Town Clerk, I visited Arua City Composite Site to assess the current state of the facility and engage with staff on their welfare and working conditions.

The visit provided an opportunity to supervise ongoing activities, identify areas that require improvement, and discuss practical measures to create a more conducive working environment for our staff.

We also undertook a preliminary assessment of the site ahead of planned interventions under the USMID Programme, which is expected to partly support improvement works at the facility. This first-hand inspection will help us prioritize the most urgent needs and ensure that the planned investments deliver lasting benefits.
