@pati_marins64 I wouldnt say it failed its first war. Bases installed decades ago, so at that time, the strategy worked. This strategy got outdated, however it did act as a deterrent for decades until things changed.
@jaycerifit good point, but to my understanding, taking APEX as an example, prior to the changes you mention, if PA accounts are still running prior to changes, it is possible. They are the "Legacy" accounts.
