A great example of the difference between possessing a supposed capacity and actually being able to operate it. Was assumed by many that the Russians had great electronic war capabilities. Turned out that they can’t use their systems for lots of reasons. https://t.co/QZZJjvXSyD
As someone who studies misinformation, the past week has been a masterclass in how positive actors with a strong information operation and tech platforms being (somewhat) sensible can create an environment in which misinformation struggles to take hold. A 🧵.

If you're sharing videos and photographs from Ukraine with accountability in mind, please make an effort to share them with links to the source you're using, it greatly assists organisations who are verifying conflict incidents.
As things kick off in Ukraine be suspicious & check everything before sharing. There will be lots of rubbish on social media soon - both malicious, and worse, ill informed junk by people desperate for clout. Don’t make things worse by trying to be first & chasing followers/likes.
Thinking back to discussions on impact of Covid on international affairs one of the ones we clearly missed was that it would leave a paranoid autocrat in isolation nurturing his fantasies of war.
