常識だと思うけど、意外と知らない日本人が多いようなので。

日本で働く外国人も、日本人と同じように所得税や住民税を払い、条件を満たせば健康保険や厚生年金にも強制的に加入する。外国人だからといって免除されるわけではない。

当然、高所得層の外国人も少なくなく、平均的な日本人よりはるかに多くの税金や社会保険料を毎年納めている人も普通にいる。

一方、生活保護の対象となる外国人は、原則として永住者、定住者、日本人の配偶者等、永住者の配偶者等、特別永住者、認定難民など、ごく限られた在留資格の人に限られる。一般的な就労ビザや留学ビザで滞在している外国人は対象ではない。

「外国人の生活保護は日本人の税金」という部分だけ切り取る前に、外国人も日本で働き、税金と社会保険料を負担しているという当たり前の事実くらいは押さえておいた方がいい。
