Last week, Primacy Strategy Group once again had the opportunity to support the Fargo Moorhead West Fargo Chamber of Commerce to coordinate a powerful and productive fly-in to Washington, D.C.
It was a privilege to facilitate meetings with members from the North Dakota and Minnesota congressional delegations, as well as to convene a panel of senior leaders working in Washington, DC with Midwest roots, including key officials from Capitol Hill, the Farm Service Agency, and the Department of the Interior.
The action packed week included engagement with senior leadership from the U.S. Chamber of Commerce, Major Generals from the Air National Guard, and a key agricultural briefing from House Agriculture Committee Ranking Member, Congresswoman Angie Craig. The group held discussions with staff from Senate Majority Leader John Thune’s office on the state of the administration and the outlook for reconciliation 2.0 and met with Carlos Vanderloo, Minister-Counsellor for Economic and Trade Policy at the Canadian Embassy, at their headquarters for a briefing on U.S.–Canada relations and shared policy priorities.

Last week, the Health&PensionWORKS Coalition had the opportunity to come together again in Washington, DC for our annual fly-in!
The week kicked off with a coalition briefing and dinner ahead of our Capitol Hill meetings, providing a chance for members to reconnect, exchange ideas, and strengthen the relationships that drive our work forward.
The following day, coalition members took that energy to the Hill, engaging with policymakers and staff to advance meaningful conversations on the issues that matter most to our industry and workforce, specifically on the Multiemployer Plan Relief Act.

Comprised of council leadership and rank-and-file members representing painters and allied trades across Montana, North and South Dakota, Minnesota, Wisconsin, and Michigan’s Upper Peninsula, the councils met with members of Congress to advocate for strong labor standards, expanded access to high-quality apprenticeship and workforce training programs - including support for the Supporting Apprenticeship Colleges Act of 2025 - and the protection of workers’ earned benefits, including continued support for the Multiemployer Plan Relief Act.
We thank the council members for their leadership and commitment to these critical issues, and we appreciate the regional federal delegations for engaging directly with the skilled union workers whose work, livelihoods, and retirements help build, maintain, and strengthen our communities.

This week, a bipartisan group of lawmakers introduced the Multiemployer Plan Relief Act (MPRA)—a targeted fix to the unintended consequences of SECURE 2.0’s automatic enrollment mandate. While intended to boost retirement savings, the mandate creates significant administrative burdens for Taft‑Hartley multiemployer plans and discourages the adoption of 401(k) features. This bipartisan effort offers a commonsense solution by exempting these plans from the mandate, preserving administrative efficiency while safeguarding workers’ retirement security.

.@LifeLinkIII joined Primacy Strategy Group on the Hill last week to brief bipartisan staff from both chambers on innovative solutions to strengthen rural healthcare access through specialized air medical transport and rapid critical care response.
Together, we focused on the Rural Emergency Care Crisis and introduced the Rapid Critical Access Support Program (RCASP)—a forward-thinking model that empowers air medical clinicians to provide on-site or virtual stabilization before transport decisions are made. This approach would improve patient outcomes, reduce unnecessary transfers and costs, and help preserve rural hospital revenue while ensuring timely access to advanced care.
