Simple answer is, rating agency is from USA. and that is what US has done for 75yrs. Exporting inflation to world by weakening world countries currency. US decide the currency rate of world countries. Dollar has lost value and is at low of 27 yrs in USA itself and still Rupee is going down. India is doing more trades in rupee, Like Russian Oil, and hence less dependent on $ ,and still rupee is going down.....
The most amazing thing I observe is, no one think on this line!! We endorse USA toeline. If USA rating says, India Rupee is 87.70, we believe!! Whatever US rating agency give rating for currency, we believe!!
Rupee will go to 100, mark my words !! Reason is well-known!!
