Gulu City has come a long way from where it once was. Those of us who were born and raised here are fortunate to witness this remarkable transformation. However, it is time to move beyond measuring progress solely through infrastructure, important as it is, and invest just as intentionally in people and their capacity. After all, what good are donor-funded roads if we do not have the skilled local workforce to maintain them? Sustainable development is not just about building infrastructure. It is about building people who can sustain and grow it.

Eventually, we got onto another ferry which set off. Mid-way the journey on the lake, its operators got instructions to reverse and return to Bukakata landing site where we came from. Apparently, the ferries will not move to Kalangala for as long as I’m on board.
All other travelers have been stuck since morning, including those on board and the many others who have been waiting outside. I’ve now decided to disembark to stop the impasse, so that the ferries can transport the stranded travelers.

If, or should I say when, the current status quo changes in Uganda, we’ll have to live with its proponents.
Besides the very few members of the ruling elite who can flee the country, the vast majority of its supporters have nowhere else to go. Uganda is our only home. They, and their families, will be here.
It therefore behooves the supporters of the current establishment to take a long-term view, and to educate themselves, that patriotism is not a forced love of the country, but our ability to accommodate each other in our diversity - knowing that power is transient, a revolving door - and that our collective security lies in our abilities to accommodate each other.
Today’s Muhoozi’s are tomorrow’s Malyamungus (Amin’s dreaded henchman), today’s Birungis (now Otto -the (in)famous CMI) are tomorrow’s Rwakasis or Buturus (Obote’s vicious enforcers).

Lawyers: Uganda’s judiciary now treating Constitution like a museum piece
Ssekanjako argued that many judicial officers now begin with the seriousness of the offence rather than the constitutional right to liberty, reversing principles that have guided criminal justice for decades.
“The Constitution was not written to become a museum piece. Its provisions must continue to grow and respond to the demands of every generation. Human dignity evolves with society, and constitutional interpretation must evolve with it. If courts become hesitant to defend liberty, then the rights guaranteed on paper risk becoming promises that citizens cannot meaningfully enjoy,” he argued.
He cited former principal judge James Ogoola’s landmark interim bail ruling in Besigye’s 2005 case as one of the strongest judicial affirmations of liberty ever delivered in Uganda.
“Justice Ogoola made it very clear that it is the responsibility of the court to justify why an accused person should remain in custody,” Ssekanjako said.
“The duty is not on the accused to convince the court that they deserve freedom. The duty lies with the court to explain why liberty should continue to be taken away. That understanding places constitutional rights where they belong, at the centre of criminal justice.”
