Yes, from my understanding, you are completely right. The "everything can change" philosophy causes issues for builders. As all package managers are not the same design but trying to solve the same distribution problem. This philosophy brings a ton of good things too tho. I get to choose the kernel, packages and filesystem I use in my OS. That's important to me. I hate windows overall, but there is one thing windows does right is the option to simply download and "install" an exe. I agree that there should be a standardized way. The one file method is to make appimage, but I'm not certain if that is helpful for a debugger software, since it'll probably need higher privileges and running from /bin as command. Privileges is also a big deal in Linux due to it being server first in design.
