Happy 96th Posthumous Birthday to one of the greats, Lebrecht James Nii Tettey Chinery-Hesse, GM — husband of Mrs. Mary Chinery-Hesse née Blay.

1930 - 2018

- Born:19 October 1930, Jamestown, Accra. First of 9 children of Herman Wilhelm Hesse and Emily Naa Chinery.
- Education: Government Junior Boys' School Accra, Osu Salem Presbyterian Boarding School, Accra Academy, Adisadel College. Then UK — Classics at University of Hull (won best prize in Classics) then switched to Law, Inner Temple, called to English Bar 1956

Career — Ghana:
- Returned to Ghana 1957 at independence, private practice 1 year
- 1959 Assistant State Attorney → Principal State Attorney 1964 → Chief Parliamentary Draftsman 1966
- Combined Chief Parliamentary Draftsman + Acting Solicitor-General from 1969
- Acting Attorney-General of Ghana 1979
- Member Ghana Council for Law Reporting 1972
- Left Attorney-General's Dept 1982

Career — Africa Specialist in Legislative Drafting:
He became famous as Ghana's leading legislative draftsman for Africa:

- Uganda — 25 years in Ministry of Justice and Constitutional Affairs, drafting laws and constitutions. Six Ugandan lawyers came to his funeral in Accra in 2018 to pay tribute: "He was a walking statute book... teacher, mentor, friend and father figure."
- Also drafted in Zambia, Sierra Leone
- Assessor for Commercial Courts of Ghana

He was described as having conquered xenophobia by sheer competence and generosity — "very nice man" in Ugandan legal circles.

Family:
- Married Mary Blay (Mary Chinery-Hesse)
- Children 3, including *Herman Kojo Chinery-Hesse (1963-2024) — founder of theSOFTtribe, called "Bill Gates of Africa"
- Grand Order of Merit (GM) — one of Ghana's highest national awards

He died 30 August 2018 in Accra, aged 87, buried 12 October 2018 at Ridge Church.

2. 🇨🇳 China. It's a distant but firm second. It founded 1,605 AI startups between 2013 and 2025. The state backs it heavily.

3. 🇬🇧 United Kingdom. It ranks third on startup count. The UK has over 800 AI startups. London is Europe's deepest AI hub.

4. 🇸🇬 Singapore. It's small but sharp. AIPRM ranks it second-best overall, with the highest AI hiring rate (18.93%).
