India needs better schemes to promote postdoctoral research; ANRF needs to do better.
Postdocs are absolutely essential for a country aspiring to be a global leader in research. We cannot keep training our students and then have them move to US, European, or even Chinese labs for postdoctoral research after earning their PhD degrees.
Also, the lack of postdoc opportunities is one of the key reasons why PhDs take a long time in India. It is often students who delay their PhDs because of the lack of opportunities after thesis submission.
ANRF’s postdoc program so far has been a disappointment. It receives about 3,000 postdoc applications in year and awards only 300 fellowships (for context, about 30,000 PhD degrees are awarded every year in India.). I know many brilliant students who have failed to secure a postdoc fellowship. Also, I am not sure how many of those who receive fellowships stay in India.
Another big problem with ANRF is the processing time. It takes about six months to make a decision, which is very unreasonable. Students cannot remain jobless for that long. Moreover, PhD thesis submissions happen throughout the year, and it is not rational to invite applications just once a year.
ANRF should instead decentralize the process. Instead of telling students to apply, it can tell professors to apply for funding exclusively supporting postdoctoral research and give them up to one year to hire a postdoc.
Of course, the number fellowships need to increase.
