Each layer slot must have 2 competing variations. The Auditor picks the winner, deletes the loser, and the slot closes. No upward or circular dependencies.
Project ceiling: 12. With 2 variations per slot this fills fast. Auditor should collapse completed competitions immediately to keep headroom.

LOCKED — survived 2 audit cycles without a deletion mark; cannot be deleted
FROZEN — completed 2 improvement cycles; stable core, light touch only
