Indian data differs though, NABARD's 2018 "Water Productivity Mapping of Major Indian Crops" (with ICRIER) reports water productivity (kg of cotton per m³ of consumptive water) that varies widely by state and district.
Eg. Gujarat's Rajkot district cotton roughly 4,000–10,000+ litres per kg depending on rainfed vs. irrigated conditions and location (where 1 m³ = 1,000 litres).
