Can Gaushala sell electricity to any industry? If yes then explain...

Hon'ble CM Haryana, kindly clarify why the (MDA) scheme for organic manure produced from biogas plants has not been implemented in Haryana for the last two years. Other states are receiving the benefits of this scheme, while Haryana are being left out.

I have a Biogas plant duly registered on a government portal with name Amrit Fertilizer.
We sold 5300 MT under scheme of Government by DOF for promotion of organic manure.
Unable take get benefit of scheme

Not getting subsidy against mera pani meri virast.
We sowed maize on 40 acres, register same as guided and also given physical verification.
Now Karnal agri depart refuses for same subsidy, even i showed them document for same.
Help in it.

I applied for 42 acres under "Mera Pani Meri Virast" and diversified mine leased land.
After lots try, even with all proof of registration, unable to get 7000/- per acre.
