ZIMRA Introduces 15% Presumptive Rental Income Tax from January 2026.
ZIMRA has introduced a Presumptive Rental Income Tax effective 1 January 2026 under the Finance Act 2025.
Key Points.
Tax Rate: 15% of gross rental income, treated as a final tax with no deductions or credits allowed.
Who Pays: Landlords, property owners, lessors, or sub-lessors receiving rent from business tenants.
Withholding Duty: Tenants liable for presumptive tax must withhold and remit the tax to ZIMRA on behalf of the landlord.
Registration: All property owners leasing premises for business purposes must register with ZIMRA.
Filing & Payment Deadlines:
-Returns due by the 5th of the following month.
-Payment due by the 10th of the following month.
Agents’ Role: Estate agents and intermediaries must ensure the tax is paid before disbursing rental income.
VAT Unaffected: VAT on rentals (where applicable) remains in force.
Penalties: Non-compliance may attract recovery of unpaid tax plus a 100% penalty.
Transition: Taxpayers already on self-assessment as of 31 December 2025 continue under normal income tax rules; new landlords must comply from January 2026.
ZIMRA has urged landlords and tenants to regularise their tax affairs promptly to avoid penalties.
