الرئيس يتفنن في مخالفة القواعد، حتى التي يسنها بنفسه! فالفصل 22 الذي يشير إليه في طالع نصه الأخير ينص على أحداث اللجنة بأمر رئاسي! إلا أنه أحدثها بمرسوم، حتما لكي يحصنه من دعوى تجاوز السلطة.
لمذا نزعج أنفسنا بمثل هذه الشكليات فالمبدأ الجديد هو أن لا قاعدة تعلو فوق كلمة الرئيس!
